One of the major challenges facing Mumias Sugar is small farm holding and land sub-division making cane development an expensive affair. Factors of production and government legislation that is allowing imported sugar into the country at the expense of locally produced sugar without setting a level playing field further complicates the situation. The government should assist sugar companies by putting in place clear legislation on what needs to be done on all levels, remove grey areas in the sugar act and related policies and put in place instruments that ensure compliance. It should also consider incentives like tax waivers to companies that create employment opportunities and supplement government efforts in its development agenda. |
